Your contractor — if they’re properly registered — should handle all of this for you. Never hire someone who tells you to ‘just go ahead’ without permits.
Setting a Realistic Budget
A 4-room HDB full renovation typically costs between S$40,000 and S$65,000 depending on finishes, scope, and carpentry. A 3-room starts from around S$25,000. Budget 10–15% contingency on top of your quoted amount for surprises during hacking works.
Choosing Your Contractor
Get at least three quotes. Make sure every quote is itemised — not a lump sum. Check that the contractor is on the HDB Renovation Contractor (RC) Scheme list. Ask for references and visit actual completed projects if you can.
The Timeline
A full 4-room renovation typically takes 8–12 weeks from works commencing. BTO renovations tend to be faster because the flat is empty. Factor in permit approval time (usually 1–2 weeks) before works begin.
